Nova Complex Signs Land Agreement for Phase I of Loviisa Data Center Project, Commits to Green Development and Local Employment

LOVIISA, Finland — Nova Complex has officially signed a land lease and purchase agreement for Phase I of its Nova data center project with the City of Loviisa, while simultaneously securing planning reservation rights for a hyperscale land parcel around the site. The whole project will be developed in three phases, based on land availability and power supply conditions. This milestone marks a crucial step forward for Nova Complex in advancing its computing infrastructure project in Loviisa and further demonstrates the company's long-term investment and steadfast commitment to sustainable development in the region.

According to current plans, Nova Complex intends to develop hyperscale computing infrastructure on the secured Phase I land. The project will be deeply integrated into local community development, prioritizing green energy solutions and fully leveraging Loviisa’s local clean energy system to support the coordinated development of the regional digital economy and green transition.

Upon completion and operation of Phase I, Nova Complex is expected to create no fewer than 50-80 local jobs for the community. Nova Complex estimates that, over the course of developing Phases I, II, and III, the project will create approximately 600–800 local direct and indirect jobs, delivering sustained economic vitality for Loviisa and the surrounding areas.

During the project's development and construction, Nova Complex will employ its proprietary "Prefabricated Quiet Construction" model. This approach, combining a high degree of modularity and rapid on-site assembly, effectively shortens construction timelines while reducing noise and transportation frequency. Throughout greenfield development and engineering works, Nova Complex will strictly adhere to relevant Finnish and EU laws, regulations, and technical standards. Construction processes will be scientifically organized, with continuous communication maintained with the city government and local residents. The aim is to minimize impact on daily life and the surrounding environment while ensuring project quality and progress.

Furthermore, the confirmed planning reservation rights for the hyperscale land parcel lay a spatial foundation for Nova Complex's potential long-term expansion and phased development in Loviisa. Subsequent zoning planning and approval procedures for the relevant area will still need to proceed according to law. Nova Complex will maintain close cooperation with the City of Loviisa to steadily advance follow-up work in a compliant and transparent manner.

Bernard Mah, COO of Nova Complex, stated that Loviisa offers significant advantages in clean energy supply, industrial foundation, transportation connectivity, and government collaboration, making it a key foothold for Nova's green computing infrastructure deployment in the Nordic region. The company will use this project as a starting point to continuously explore deeper cooperation pathways with the local community, industries, and public sectors. It will actively implement Finland's National Data Center Roadmap, connect with and strengthen Finland's domestic data center industry chain network, and promote computing infrastructure as a vital component of regional sustainable development and digital economic growth.

“The plot transfer agreements pertaining to the data centre project of Nova Complex have been formulated and agreed upon in a good atmosphere acknowledging the needs of both parties. The next stage of the data centre project of Nova Complex, the process for approving the city plan, will be presented to the decision-makers already during this winter”, comments the Chief of urban planning of the City of Loviisa Marko Luukkonen.
